Is it possible to access the internet on board planes? If so, which airlines, and if not, why not?

Yes, but they will charge you very much for it.

yes its a wireless connection, some charge, some don’t call the airlines prior to find out

Some airlines do. Sometimes they charge and sometimes they offer it for free. Check with your airline.
My partner IM’d me one day en route from Rome to New York. I was so confused–it turns out they had just installed internet on their planes and were offering it for free for passengers for a limited time. He was flying Lufthansa.
